Bringing Prevention into the Policy Conversation: ENSHPO and AIAS at Italy’s Stati Generali della Sicurezza sul Lavoro

Rome, Italy | 20–22 October 2026

Occupational safety and health depends on the interaction of policy, professional expertise, organisational practice and the experiences of workers. Creating opportunities for these perspectives to meet is an important part of the ongoing discussion about how workplace risks can be prevented.

From 20 to 22 October 2026, the Italian Chamber of Deputies hosted the third edition of the Stati Generali della Sicurezza sul Lavoro, bringing together institutional representatives, supervisory bodies, social partners, experts and researchers to discuss workplace safety and prevention.

ENSHPO was involved through its Italian member organisation, AIAS (Associazione Italiana Ambiente e Sicurezza). AIAS contributed to three technical working groups, bringing ENSHPO into discussions that included the Vision Zero approach to occupational accident and ill-health prevention.

A broad discussion about workplace safety

The programme addressed several dimensions of occupational safety and health, including prevention culture, the responsibilities of institutions and employers, artificial intelligence and its implications for working life, and the importance of protecting people in changing workplace environments.

The event also included contributions from people directly affected by workplace accidents and harmful working conditions. Their experiences provided an important human perspective within discussions involving policy, professional practice and organisational responsibility.

Such exchanges can help highlight the different considerations involved in prevention. Regulatory frameworks, technical measures, management decisions and workplace culture all have a role to play, while the appropriate response depends on the risks and circumstances concerned.

The contribution of professional organisations

AIAS’s participation provided an opportunity to bring the perspective of OSH professionals into a national discussion with European relevance. The association also presented Vision Zero as an approach for consideration in strengthening prevention culture.

Vision Zero promotes the ambition of preventing work-related fatalities, serious injuries and ill health. Its practical application involves considering how leadership, risk management, worker involvement and continuous improvement can support this objective.

For ENSHPO, engagement through a member organisation is consistent with its role in connecting professional communities and facilitating the exchange of approaches to occupational safety and health across Europe.

National discussions and European professional cooperation operate at different levels, but they can inform one another. Sharing experiences between countries and professional organisations can help identify common challenges and areas for further development without assuming that the same measures will be appropriate in every context.

ENSHPO’s involvement in this event illustrates the value of maintaining dialogue between professional organisations and wider policy discussions on workplace prevention.
