Flood Risks at Work and Their Implications for Occupational Safety and Health

Climate change is altering the frequency and intensity of extreme weather events, and flooding is increasingly relevant to workplace safety and health. This EU-OSHA discussion paper, authored by Mireya Rifá Fabregat, former President of ENSHPO, examines the OSH implications of flooding, with a particular focus on small and medium-sized enterprises (SMEs). It draws on a review of academic and grey literature, together with interviews with four SMEs in Slovenia, Greece, Spain and Ireland. The paper looks at the risks workers may face before, during and after a flood, and at the preventive and organisational measures that can help. We are pleased to share it with the ENSHPO community and the wider OSH profession, and we hope it offers a useful technical reference.
